Kayalpatnam (also known as Kayalpattinam or Korkai) is a town in the Tuticorin district of Tamil Nadu, India. Kayal is referred to in Marco Polo's travel diaries dating to 1250 AD. Korkai or Kayal (Chayal) was an ancient port dating to the 1st centuries of the common era and was contemporaneous to the existence of Kollam, another Pandyan port. Kollam served the Pandyas on the west coast while Korkai/Kayal served them on the east coast connecting them to Ceylon and the pearl fisheries in the Gulf of Mannar facing the Tirunelveli Coast. Kayal has Muslim settlements dating from 7th century AD but Marco Polo's reference to the tomb of Thomas and the Christian communities would indicate Syrian Christian communities in the region prior to that era. The ancient port had connections with Egypt, Rome and Greece. The other ports on the Coromandel Coast were Kaveripumpattinam (Poompuhar) and Arikamedu (near Pondicherry). ஹஜ் பயணிகளின் எண்ணிக்கையை அதிகரிக்க முதல்வர் கோரிக்கை



ஹஜ் பயணம் மேற்கொள்ள விண்ணப்பித்தவர்களின் எண்ணிக்கை அதிகரித்து இருப்பதால், தமிழகத்துக்கு ஒதுக்கீடு செய்யப்படும் ஹஜ் பயணிகளுக்கான இடங்களை அதிகரிக்க வேண்டும் என்று பிரதமர் நரேந்திர மோடிக்கு முதல்வர் ஜெயலலிதா வேண்டுகோள் விடுத்துள்ளார்.

 

தமிழகத்துக்கான ஹஜ் பயண ஒதுக்கீட்டு இடங்களை அதிகரிக்க வேண்டும் என்று மத்திய அரசை தமிழக அரசு தொடர்ந்து வலியுறுத்தி வருகிறது. கடந்த 2013-ம் ஆண்டில் 3,696 இடங்களும், 2014-ம் ஆண்டு 2,858 இடங்களும் ஒதுக்கப்பட்ட நிலையில், இந்த ஆண்டு 2,585 இடங்கள் மட்டுமே ஒதுக்கப்பட்டுள்ளன. கடந்த ஆண்டுடன் ஒப்பிடும்போது இந்த ஆண்டு 273 இடங்கள் குறைக்கப்பட்டுள்ளன.

 

இந்த நிலையில், அதிக எண் ணிக்கையிலான முஸ்லிம்கள் ஹஜ் பயணத்துக்கு விண்ணப்பித் திருப்பதால், தமிழகத்துக்கு கூடுதல் இடங்களை ஒதுக்கீடு செய்ய நடவடிக்கை எடுக்குமாறு பிரதமர் மோடிக்கு முதல்வர் ஜெயலலிதா வேண்டுகோள் விடுத்துள்ளார். இதுதொடர்பாக பிரதமருக்கு நேற்று அவர் எழுதியுள்ள கடிதத்தில் கூறியிருப்பதாவது:

 

இந்த ஆண்டு ஹஜ் பயணம் மேற்கொள்வதற்காக தமிழ்நாடு மாநில ஹஜ் கமிட்டிக்கு 15,032 ஹஜ் பயணிகள் விண்ணப்பித் துள்ளனர். ஆனால், இந்த ஆண்டு தமிழகத்துக்கு 2,585 இடங்களை மட்டுமே இந்திய ஹஜ் கமிட்டி ஒதுக்கீடு செய்துள்ளது. 2015 ஹஜ் பயண வழிகாட்டுமுறைகளின்படி, மொத்த ஒதுக்கீட்டில், சிறப்பு ஒதுக்கீட்டுப் பிரிவில் 1,699 பேர் தேர்வு செய்யப்பட்டுள்ளனர். 886 இடங்கள் பொது பயணிகளுக்காக ஒதுக்கப்பட்டுள்ளது.

 

எனவே, 12 ஆயிரம் விண்ணப்ப தாரர்கள் ஏமாற்றம் அடைந்துள்ள னர். முந்தைய ஆண்டுகளில், தமிழகத்தில் இருந்து அதிகப்படியான பயணிகள் ஹஜ் பயணம் மேற்கொள்ளும் வகையில், ஒதுக்கீட்டு இடங்களை விட கூடுதல் இடங்களை மத்திய அரசு ஒதுக்கியிருக்கிறது. கடந்த 2013-ம் ஆண்டு 3,696 பேரும், 2014-ம் ஆண்டில் 2,858 பேரும் ஹஜ் பயணம் மேற்கொண்டனர்.

 

இந்த ஆண்டு கூடுதல் பயணிகள் ஹஜ் பயணம் மேற்கொள்ள வசதியாக தமிழ்நாட்டுக்கு கூடுதல் இடங்களை ஒதுக்கீடு செய்யுமாறு மத்திய வெளியுறவு அமைச்சகத்தை தாங்கள் அறிவுறுத்துமாறு கேட்டுக்கொள் கிறேன். இவ்வாறு அந்த கடிதத்தில் கூறப்பட்டுள்ளது.

 

எம்.பி.க்கள் கோரிக்கை

 

ஹஜ் பயணிகள் தேர்வு குலுக்கல் முறையிலும், இடஒதுக்கீடு அடிப்படையிலும் நடந்து வருகிறது. எம்.பி.க்கள் சிபாரிசு அடிப்படையில், தங்களுக்கு விருப்பமானவர்களை ஹஜ் பயணத்துக்கு பரிந்துரை செய்யும் நடைமுறை முன்பு இருந்தது. கடந்த 2012-ம் ஆண்டு உச்ச நீதிமன்ற தீர்ப்பின்படி, எம்.பி.க்களுக் கான சலுகை ரத்து செய்யப்பட்டது. தற்போது குடியரசுத் தலைவர், குடியரசு துணைத் தலைவர், பிரதமர் மற்றும் மத்திய வெளியுறவுத் துறை அமைச்சர் மட்டுமே ஹஜ் பயணத்துக்கு பயணிகளை பரிந்துரை செய்ய முடியும்.

 

முன்பு இருந்ததைப் போல, எம்.பி.க்களுக்கும் பரிந்துரை செய்யும் உரிமை வழங்க வேண்டும் என்று மத்திய வெளியுறவு அமைச்சகத்தை எம்பி-க்கள் வலியுறுத்தி வருவது குறிப்பிடத்தக்கது.
